HOW TO SUBMIT A RESIDENTIAL BUILDING PERMIT APPLICATION
BEFORE submitting building permits ALWAYS check Washington County Maps to make sure the address is actually in the City of Stillwater. Properties with the 55082 zip code will come up as the City of Stillwater in google, but are not necessarily City of Stillwater addresses. Use the link to below to verify the jurisdiction BEFORE submitting a permit. Washington County Maps Click on quick search and enter the numeric street number and street name. Leave off any extras such as court or lane as if not typed exactly as the county has it, it will not show up.
Stillwater has no property South of State Highway 36 and very little property North of Highway 96. Please click here to look at the Boundary Map.
The Building Department will accept residential over the counter permit applications (ie: permit applications that do not require plan review such as roof, siding, windows, etc.) via fax at 651-430-8810, or via email.
The Building Department does not accept permit applications with plans via fax. The Building Department will accept permit applications for small projects such as decks and small remodels via email if the plans are scaled and dimensioned, readable and on 11 X 17 or smaller paper. Documents embedded in emails are not accepted and must be in PDF form. All others will be rejected.
New homes and larger projects, require 2 sets of full sized, dimensioned and scaled plans to be dropped off, mailed or delivered (see additional requirements on submittal requirements worksheet).

HOW TO SUBMIT A COMMERCIAL BUILDING PERMIT APPLICATIONS
For ALL Commercial project applications, including Commercial roofs, the Building Department requires 2 full size (22 X 36) sets of plans. The plans must be signed and certified by a Minnesota certified design professional. There must be a General Contractor listed on the permit application at the time of application and the General Contractor is required to obtain a City Contractor License and provide a Certificate of Liability Insurance and proof of Workers Comp.
Plans can be dropped off in the Building Department or sent by Courier Service to the Building Department.
Projects for Public and State Licensed Facilities are reviewed by the State of Minnesota and plans need to be submitted to the state. What is a State Licensed Facility
The applicant is required to submit to any required outside agencies, including Met Council, Washington County, etc. Please see submittal requirements for Commercial Building Permits.

The Building Department does not accept permit applications with plans via fax. The Building Department will accept permit applications for small projects such as decks via email if the plans are scaled and dimensioned, readable and on 11 X 17 or smaller paper. Documents embedded in emails are not accepted and must be in PDF form. All others will be rejected.

Please go through the check list for decks and "what should my deck look like" to ensure that you include all the requirements. We need full construction plans including a typical deck cross-section, typical floor framing plan, beam location and footing layout. We will also need a site plan showing setbacks to property lines. Incomplete submissions will be rejected and returned.

Diamond Pier Footings are considered an alternate method of construction that must be approved for each individual project. A completed alternate method application along with soil survey or report is required to be submitted with permit application to be considered for approval.

HOW TO SUBMIT A MECHANICAL PERMIT APPLICATION
The Building Department will accept residential mechanical permit applications via fax at 651-430-8810, or via email. The Building Department will not accept permit applications that are embedded in the email. Please attach in PDF form.
Projects for Public and State Licensed Facilities are reviewed by the State of Minnesota and plans need to be submitted to the state. What is a State Licensed Facility Once the state approves the plan, please submit one (1) full sized hard copy set of state approved stamped plans with permit application. The City issues the permit and inspects mechanical for these facilities, but does not do plan review.
For roof top unit projects (RTU's), we need a roof diagram showing the location of the units, specifications, height and weight and structural details/calculations if applicable. If curb adapter is being replaced, we need information regarding curb adapter.
Commercial projects require 2 hard copy full size, dimensioned and scaled signed certified plans along with the permit application. These large sized plans need to be dropped off or sent to the City. The City also requires the manufacturer specifications and location of any equipment being installed.

Public Buildings and State Licensed Facilities projects are reviewed, permitted and inspected by the State of Minnesota. What is a state licensed facility
All commercial plumbing projects must be submitted and reviewed by the state of Minnesota Plumbing Division.
The only time the State does not review commercial plumbing plans is if it is deemed to be a “minor remodel”. To be considered “minor” you must be able to check no to every item on the state “minor remodel” Plumbing Plan Review Checklist. If you can answer no to everything, the form must be provided with permit application and signed and dated by the applicant.
Recent changes in the State Building Code requirements have classified Short Term Home Rentals into two categories. Each category specifies certain criteria and code requirements.

Short Term Home Rentals that fall into category R-1 (non-owner occupied) require signed, certified architectural plans for building permits, and for the STHR application.
All Short Term Home Rentals and plans submitted to convert to a STHR, must comply with the provisions of the 2020 State Building Code or the 2020 Conservation code for existing homes.
If accessible features are required, they must comply with the 2020 MN Accessibility Code.
