Interactive Technology (Zoom) will no longer be available for City meetings.  All city meetings will be held in-person at City Hall. You may submit comments prior to any city meeting via email.

City Meetings

The Stillwater City Council conducts regular meetings on the first and third Tuesday of each month at 7:00 p.m. at City Hall  The Council also holds a workshop meeting on the first Tuesday of each month at 4:30 p.m. 

Board and Commissions hold their meetings regularly and are posted on the city meeting calendar.  All meetings, unless otherwise noted, are open to the public.  

Meeting agendas are prepared on the Friday preceding the meeting date.  Persons wishing to obtain an agenda in advance of a meeting may sign up for our email distribution.

Attending a Meeting

The City Council welcomes the public to all Council meetings, workshops, and hearings. In order to ensure that City meetings are meaningful to you and other citizens, the City uses a set of rules entitled "Robert's Rules of Order" to govern the conduct of its meetings.  The schedule for a meeting is shown on the Agenda. which is the list of business to be considered at a meeting. 

The City has established the following guidelines for the conduct of City meetings:

  1. Presentations concerning items will be heard only upon approval of the Mayor or Chair
  2. The presenter shall approach the podium and begin presenting by stating his/her name and address for the record
  3. All persons who speak must address the Mayor or Chair
  4. At public hearings, all questions and remarks from an audience member shall be addressed to the Mayor or Chair.
  5. The Mayor or Chair may use discretion whether to allow repeat statements from the same person
  6. To help maintain order, applause or other disturbances are discouraged
  7. Petitions should be presented to the City Clerk

Open Forum - Individuals wishing to speak at City meetings on items which are not a part of the meeting agenda may speak during Open Forum. The Council/Commission may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed.  

Public Hearings - This item on the agenda is the formal proceedings giving citizens an opportunity to express their concerns on a specific issue.  Some issues on which the Council is required to hold public hearings are the annual budget, public improvement projects, and various Planning requests including but not limited to subdivisions, zoning changes, appeals to the Planning Commission decisions and levying of special assessments.   All public hearings are held as a separate item of business on Council agendas.

How to Watch a Meeting

City Council meetings as well as Heritage Preservation, Planning Commission and Parks and Recreation Commission are televised live through Valley Access Cable Television, Channel 16.  Replays of Council meetings are Saturday at 7:00 p.m. and Sunday at 4:00 a.m. and 4:00 p.m.
