The Charter Commission is organized by Minnesota Statutes, Chapter 410. Its purpose is to study the local charter and city government and recommend changes, when appropriate.

The Charter Commission consists of nine members who serve four-year terms with no member serving more than three consecutive terms.  

The Charter Commission meets the 3rd Monday of the month, 2 to 3 times per year, at 7 p.m. in City Hall, Room 213. Please check meeting calendar as dates may change.

The Downtown Parking Commission's purpose is to oversee the development and implementation of the Downtown Parking Plan, including planning for long-range parking lot improvements and day-to-day regulation of public parking spaces. 

The Commission consists of 7 members and 1 Council representative.  Members can be either downtown business property owners or residents of the City. Members serve three-year terms with no member serving more than three consecutive terms.

They meet on the 3rd Thursday of the month at 8:30 a.m. in City Hall, Room 213.

The Downtown Special Service District Management Board's purpose is to advise the city council in connection with the design, construction, maintenance and operation of improvements and the furnishing of special services in the downtown district.

The Board consists of 5 members (downtown property owners) and 1 Council representative.  Members serve three-year terms with no member serving more than three consecutive terms.

They meet on the second Tuesday of the month at 9 a.m. in City Hall, Room 213.

The Energy Action Committee is specifically tasked with implementing the objectives delineated in the Energy Action work plan thereby contributing to our city' s environmental and community goals. The committee with collaborate with Partners in Energy through December 31, 2025.

They meet on the second Wednesday of the month at 10:30 a.m. in City Hall, Room 213.

The Heritage Preservation Commission's purpose is to:

• Safeguard the city's heritage by preserving sites and structures which reflect elements of the city's cultural, social, economic, political, visual or architectural history;
• Protect and enhance the city's appeal and attraction to residents, visitors and tourists and serve as a support and stimulus to business and industry;
• Enhance the visual and aesthetic character, diversity and interest of the city;
• Foster civic pride in the beauty and notable accomplishments of the past; and
• Promote and preservation and continued use of historic sites and structures for the education and general welfare of the city's residents

The Commission consists of 7 members and 1 Council representative.  Members serve three-year terms with no member serving more than three consecutive terms.

The purpose of the Human Rights Commission is to aid and advise the City Council in ensuring for all citizens of the City equal opportunity in those areas protected by law and in other related concerns. The commission is composed of seven members.  Members serve three-year terms that are staggered in order to provide continuity of policy and program, no member may serve more than three consecutive terms.

The Commission consists of 7 members and 1 Council representative.  Members serve three-year terms with no member serving more than three consecutive terms.

Stillwater Human Right Award

Each year the Commission accepts nominations for the Stillwater Human Rights Award. Throughout the community, people work to build an environment that promotes fair and equal treatment for everyone. Their special efforts are often unrecognized outside of their own circle of friends, co-workers and neighbors. The intent of the Stillwater Human Rights Award is to recognize worthy individuals, organizations and businesses, and support them in their efforts.

The Central St. Croix Valley Joint Cable Commission is a joint powers entity representing the cities of Bayport, Oak Park Heights, Stillwater, and the townships of Baytown and Stillwater. The cities each have one elected and one citizen representative that attend regular meetings.

The commission is the franchising authority for cable television in our area. They are in charge of making sure that the franchise with the cable company is being followed and negotiating a new franchise, when appropriate. At meetings, the commission takes action on several issues such as approving budget expenditures, joining telecommunications organizations, keeping informed on legislative cable franchise issues and handling complaints regarding cable services.

The Commission meets quarterly on the 3rd Monday of the month at 6 p.m. at Valley Access Channels, 1492 Frontage Rd. West, which is located in the Valley Ridge Mall.

The Library Board is organized by City Charter, Chapter 1, Article XIV.  Its purpose is to operate and maintain the Stillwater Public Library and the expenditures of all library funds.

The Library Board consists of 9 members who are appointed by the City Council. The members serve three-year terms with no member serving more than three consecutive terms.

They meet the 2nd Tuesday of the month at 7:00 p.m. at the Stillwater Library, 224 3rd Street N.

The Park and Recreation Commission's purpose is to advise the City Council and other advisory commissions regarding matters relevant to parks, playgrounds and trails.

The Commission consists of 7 members and 1 Council representative. Members serve three-year terms with no member serving more than three consecutive terms.

The Planning Commission's purpose is to act as the City’s planning agency pursuant to the Comprehensive Plan as a pattern and guide for the physical, economical and social development of the City, including administration of requests for variances, special and conditional use permits, subdivisions requests and general project review.

The Commission consists of 7 voting members include a voting Council Representative.  Members serve three-year terms with no member serving more than three consecutive terms.

The Utilities Commission's purpose is to aid and make recommendations to the city council on the city’s public water system and the public sanitary sewer system, while promoting conservation and responsible management of resources. 

The commission consists of 5 members who serve for a period of three 3 years.  It meets on the 2nd Thursday of the month at 8 a.m. in City Hall, Room 213..
