The Municipal Separate Storm Sewer System (MS4) permit was created by the Minnesota Pollution Control Agency (MPCA) in order to comply with the Clean Water Act. Minnesota Rule 7090.1010 requires that cities with populations over 10,000 people must apply for coverage under the state general permit.

The City was granted coverage under the permit on December 28, 2007. The City Storm Water Pollution Prevention Plan (SWPPP) was approved with a revision to SWPPP page 7-4 that was requested by the MPCA.

The following documents were submitted for coverage:

MS4 entities which drain to Outstanding Resource Value Waters, such as the Saint Croix River, are required to subsequently submit a Restricted Waters Assessment. The City has completed its Restricted Waters Assessment as required by the permit.

The City holds its required annual storm water meetings in the spring of each year which allows for public input. Remember pollution is never the solution, only rain in the drain!
