The purpose of a grading plan or permit is to ensure that any grading conducted is done according the the grading plan for a subdivision or to avoid drainage problems. Every proposed new building requires a grading plan to be submitted with the building permit plans. As well as anyone making changes in the earth's topography to an existing property may need a grading permit.
